Canepa's Car Wash Page 2 of 2
'i 6230 Pacific Avenue January 22 , 2014
Stockton, California 95207-3712
Collection of groundwater samples for analysis of the same constituents listed in bullet
one from the same wells listed for the background/baseline study following the last f:
hydrogen peroxide injection event;
Preparation and submittal to the California Regional Water Quality Control Board Central
Valley Region (CRWQCBCVR) of Notice of Intent to comply with the terms of General
Waste Discharge Requirements, and the Monitoring and Reporting Program No. R5-
2008-0149-0107 if required; and
Preparation and submittal of the report of findings following the ISCO pilot test.
The EHD approves the ISCO pilot study with the condition that you first contact the
CRWQCBCVR and submit Notice of Intent to comply with the terms of General Waste
Discharge Requirements, and the Monitoring and Reporting Program No, R5-2008-0149-010.
Notify the EHD once the CRWQCBCVR requirements have been met. Also include analysis for
methyl tertiary-butyl ether (MTBE) , tertiary-amyl methyl ether (TAME) and tertiary butyl alcohol
(TBA) in the EPA Method 8260B list of compounds.
As the EHD noted by letters dated 19 August 2013 and 14 October 2013, a monitoring well
screened in the shallow zone is needed to monitor impacted groundwater east (down-gradient)
of the source area near or beyond MW-3. By letter dated 14 October 2013, the EHD also
recommended confirmation samples be collected where high benzene and ethylbenzene
concentrations in shallow soil had been previously detected to check for effective shallow soil
remediation . Since AGE proposes to use existing wells for the ISCO pilot study, a separate work
plan will be necessary to address shallow soil contamination in the dispenser/canopy area and
shallow groundwater contamination down-gradient of MW-3. Provide a work plan and timetable
for addressing these issues.
If you have any questions, please contact Vicki McCartney at (209) 468-9852 or by email at
vmccartneyCsicehd. com .
Sincerely,
>000
Victoria L.
