Stockton. California (require I . Appendix A). The work plan was prepared by Condor <br /> Earth Technologies. Inc_ (Condor). at the request of Mr. Remo Careful, in accordance with a directive <br /> from Mr. Ronald Rowe of the San Joaquin County Public Health Scnices/Environmenml Health <br /> Division (PHS/EHD). The directive lencr requested by Mr. Rowe was prepared by Candor and dated <br /> January 19. 1998. The work is being conducted to meet the provisions of the California Underground <br /> Staraee Tank Clean-up Fund (UST-Cf) for pre-approval ofeorrecove action cost for the installation of <br /> an interim soil vapor extraction system proposed for this site. <br /> The purpose of the work is to further imnstigate the lateral and vertical extent of gasoline contamination <br /> in site soil and to investigate the vertical component of gasoline contamination in groundwater. In <br /> addition. the work will 111c used m propery charactenic the site hydroecology and to utlier detailed <br /> litholoeic information at the site. The work will consist of the installminn and sampling of nen soil <br /> bow 's LISHIg continuous sampling technology and Simulprabe discrete simultaneous sail and <br /> groundwater sampling technology. All work conducted by Condor will beperformed under the <br /> supemqion of a Califomia State Registered Geologist. This work plan includes a description of the <br /> proposed fieldwork and laboratory analyses. <br /> 2. SITE BACKGROUND <br /> Canepa s Car Wash consists of an automated car washing facility. a fuel station, and a com enience store <br /> (Ficr <br /> o 2. Appendix A). The car wash and fuel station have -been in operation for approximately 20 <br /> years <br />'I In the Sprine of 1993. three underground hml tanks. fel lines mid dispensers were removed and replaced <br /> with a doubled walled system. The tanks consisted of two 12.000-gallon gasoline tanks and one i-000- <br /> "Ellen diesel tank. When the tanks were removed it was discovered that the Inc[ lines had leaked and <br /> that the links had been overfilled. Approximately 600 cubic yards of soil veru removed from the fuel <br /> tank excm inion area. <br /> Beginnins in hlarch. 1993. one soil borine and a network of nine soil vapor extraction ISVE) wells were <br /> drilled and installed in the area of the fuel dispenser islands. Between September. 1993. and March. <br /> 1994. eight monitoring wells (MW- 1 through MW-8) were installed. In March. 1994. a soil eapor <br /> extraction system was installed and operated. In the Fall of 1996. itvas determined that the SVE stem <br /> was inadequate and turned off. A detailed Site History is included in Appendix B. <br /> 3.
