JAN- 12 90 10 : 06 FROM: CONDOR TIIRLOCR: 209-660- 9240 TO : 46401.571707 PAGE : 02
January 12, 1996
Mr. Remo Canepa
Canepa's Car Wash
1536 N . Hunter St.
Stockton, CA 45202
Re: 6324) .Paeific Street, Stockton,
Dear Mr. Canepa:
The purpose of this letter is to doconent several requests that were made by Mr. Ron Rowe (if the San
Joaquin County Public Heath Services Environmental health Division (PHS/EHD) in a meeting held on
December 19, 1997 and during subsequent telephone conversations. During the meeting Mr. Rowe
requested that die following tacks be conducted;
Task 1 . Installation of the interim soil vapor extraction (SVE) system as quickly and efficiently as
possible. Both Mr. Rowe and Condor are confident that, based up oil the diselunrge of the
previous SVE system and the site geology, the interim SVE system will effectively remove
significant levels of hydrocarbons from the vadose zone and the groundwater.
Task 2 . Prepare a work plan for the installation and sampling of two soil borings and for the
installation of up to four additional monitor wells. In addition, the repair of four monitor well
traffic boxes will be included in the Work Flan. The work is discussed in `Casks 3, 4, and 5,
below
Task 3 . Install two soil borings_ The soil borings will be installed to meet the provisions of the
California Underground Storage Tank Clean-Up Fund (UST-CF) for pre-approval of corrective
action costs. The provisions were included in the 1JST-CF letter to you, dated October 23 ,
1997 . One boring is to be located within the SVE well array, to investigate current contaminant
/soil plume conditions. The second boring will be located to the northeast. of the SVE well array
{ C and be used to investigate soil and grcmndwater conditions in the down gradient direction. The
borings will most likely lx: advanced to at least 70 feet below the ground surface. Boil and
groundwater samples will be collected simultaneously in the saturated zone at five foot intervals
s a Simulprobe sampling device. Information gained from the boring will be used to
It k effectiveness of the interim SVE ,+ystem currently being installed at the site and
6t hMJ 5 . a'Aij designing the additional monitor wells discussed in Task 4.
SaStG Task 4. PlyiJnsstall up to four additional nnotnitor wells at the site. The wells will be placed at the perimeter
of the contaminate plume to assist in evaluating MTBF migration at the Bite. The additional
wells are also required because the groundwater table has risen above the top of the screened
interval in all of the existing wells, rendering analytical data from samples of the existing wells
potentially inaccurate.
