Stockton, Calif. <br /> Dear Mr. Rowe: <br /> The purpose of this letter is to document Condor' s acid the San Joaquin County Heakh <br /> Services Department' s position regarding the State Water Resources Control Board' s. Pre- <br /> Approval of Corrective Action Costs letter, dated October 23 , 1997, for the Canepa' s Car <br /> Wash site. The Pre- Approval' s conditional nature requires that we obtain "approval of the <br /> San Joaquin County Heath Services Department in order for this approval to remain valid. " <br /> Three "provisions" were outlined in the Pre-Approval letter, We have prepared a brief <br /> statement retarding our understanding of the status of the site in regards to each provision. if <br /> you concur, a signature block has been provided for you to sign at the end of this document. <br /> Your signature affirms your approval of the status of the Corrective Action at the site and <br /> confirms that all provisions of the Pre-Approval letter have been met. A discussion of each <br /> provision follows: <br /> "Dernonstrate than the contaminant plume has been adequately assessed as <br /> required by the San Joaquin Cntmty Heath Services. " <br /> The extent of gasoline contaminated soil was investigated by installation of one soil boring <br /> and eight monitor wells (WHF, 1994) in 1993 and 1994. At that time, the plume of <br /> hydrocarbons in soil was inferred to be in the shape of an elongate cone extending and <br /> opening downward to the water table. The elevation of the water table was about -37 to -38 <br /> feet ams], tit a depth of about 50 to 52 feet below the ground surface. Hydrocarbons were <br /> detected near the capillary fringe in S13- 1 and MW-6 and MW-7. <br />
