Group regarding the operation of the soil vapor <br /> extraction system at the facility referenced above including the most recent analytical data for <br /> the site and provides the following comments. <br /> Elevated fuel hydrocarbon constituent (FHC) concentrations have been confirmed in the ground <br /> water at this site as a result of several sample collection and ground water monitoring events. <br /> Secondary sources of FHC ' s are known to exist in the soil which are likely to be contributing <br /> to further degradation of the ground water and as a result must be removed in order to protect <br /> current and future beneficial uses of ground water in accordance with State Water Resources <br /> Control Board (SWRCB) policy . <br /> In response PHS\EIID provides the following directive; Submit comprehensive work plans <br /> from qualified consultants, contractors and engineers utilizing the three bid minimum <br /> process no later than April 15 , 1996 to PHS\EHD for review, comment and approval for <br /> the purpose of evaluating the existing SVE systems potential effectiveness and <br /> recommendations for its subsequent start up, maintenance and monitoring, including <br /> sampling and reporting protocol. The PHS\EHD approved work plan and bids must be <br /> submitted to the SWRCB Underground Storage Tank Cleanup Fund (USTCF) staff for pre- <br /> approval prior to initiating remediation activities at this site. The work plan must address <br /> exploring the conditions of all soil vapor extraction and monitoring wells on site evaluating each <br /> well for the presence or absence of water in or above the screened interval including <br /> measurements which when recorded provide documentation of current conditions for total depth <br /> and depth to water for each well to determine the potential effectiveness of this remediation <br /> system. In addition, the work plan must address the following information with regard to SVE <br /> system design; 1 ) volume of soil in treatment area including calculated mass volume from <br /> existing soil boring data, 2) maximum flow rate and vacuum ratings of blower <br /> A Division of San Joaquin County I Icalth Cans Sc II ccs <br />
