Box 388 • Stockton, 90 <br /> � � °Qt; FaRa <br /> 209/468-3420 <br /> CANEPA'S CAR WASH MAILED JAN p 81ggb <br /> ATTN: REMO CANEPA <br /> 1536 N HUNTER ST <br /> STOCKTON CA 95204 <br /> RE: Canepa's Car Wash, 6230 Pacific Avenue, Stockton Site Code: 1225 <br /> San Joaquin County Public Health Services Environmental Health Division (PHS\EHD) has <br /> recently reviewed the file for the facility referenced above and provides the following <br /> comments. <br /> San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) issued an Authority <br /> to Construct a soil vapor extraction (SVE) and remediation process system for the above <br /> referenced site October 7, 1993 , permit number N-3039- 1-0. <br /> Correspondence from WHF Inc. Group dated April 4, 1994 to SJVUAPCD indicates that a <br /> "site inspection " on March 11 , 1994 by unnamed parties occurred, This correspondence <br /> includes a request for a permit to operate, however, no official request for inspection, <br /> sampling, and permitting by PHS\EHD or SJVUAPCD has occurred to date. <br /> PHS\EHD requests that you, as responsible party for the above referenced site, obtain a <br /> comprehensive chronology from WHF Inc. regarding management and operation of this SVE <br /> system. Please provide PHS/EHD the following information with regard to SVE system <br /> design; 1) volume of soil in treatment area, 2) maximum flow rate and vacuum of blower <br /> motor including type (ie, rotary, regenerative or centrifugal), 3) describe all instrumentation <br /> currently available or utilized in the operations and testing phase for the SVE system, 4) any <br /> calculated radius of influence and pore volume exchange rate estimates including data which <br /> may support these values, and 5) explanation as to the causes which led to the SVE system <br /> shut down and why no permit to operate was obtained for the operational period. <br /> PHS\EHD recommends that a work plan be submitted for the purpose of exploring the <br /> conditions of all soil vapor extraction and monitoring wells on site evaluating each well for <br /> the presence or absence of water in or above the screened interval. Include measurements <br /> which when recorded provide documentation of current conditions for total depth and depth <br /> to water for each well to determine the potential effectiveness of this remediation system. <br /> A Div isiun of Sin Joaquin Countv Health Care Services . <br />
