ID San Joaquin Valley Unified Air Pollution Control District AUTHORITY TO CONSTRUCT PERMIT NO : N-3039- 1 -0 ISSUANCE DATE: 10/07/93 LEGAL OWNER OR OPERATOR: WHF ENVIRONMENTAL CONSULTANTS MAILING ADDRESS : PO BOX 6729 MODESTO, CA 95355 LOCATION: 6230 PACIFIC AVE, STOCKTON EQUIPMENT DESCRIPTION: SOIL VAPOR EXTRACTION AND REMEDIATION PROCESS SERVED BY OMNI MODEL 17PRV , 20 HP PROPANE POWERED IC ENGINE WITH CATALYTIC CONVERTER ON THE EXHAUST AND AIR FLOW RATE OF 160 CFM . CONDITIONS 1 - No air contaminant shall be discharged into the atmosphere for a period or periods aggregatingg more than 3 minutes in any one hour which is dark or darker than Ringelmann 1 or equivalent to 20 % opacity . 2 - No air contaminant shall be released into the atmosphere which causes a public nuisance. 3 - The soil decontamination system shall be maintained in proper working order at all times. 4 - All intake and exhaust leaks shall be repaired immediately . 5 - The overall hydrocarbon capture/destruction efficiency of Omni Systems soil remediation equipment (model 17PRV) , shall not be less than 95 % at any time. 6 - Total effluent hydrocarbon concentration in the exhaust from the Omni Systems soil remediation equipment (model 17PRV) , shall not exceed 141 ppm. 7 - Only propane shall be used as the auxiliary fuel for the burning of gasoline vapors. (CONDITIONS CONTINUE ON THE NEXT PAGE) This is NOT a PERMIT TO OPERATE. Approval or denial of a PERMIT TO OPERATE will be made after an inspection to verify that the equipment has been constructed in accordance with the approved plans, specifications and conditions of this Authority to Construct, and to determine if the equipment can be operated in compliance with all Rules and Regulations of the San Joaquin Valley Unified Air Pollution Control District. PLEASE NOTIFY THE DISTRICT COMPLIANCE DIVISION AT (209) 545-7000 WHEN CONSTRUCTION OF THE EQUIPMENT IS COMPLETED . Unless construction has commenced pursuant to Rule 2050 , this Authority to Construct shall expire and the application shall be canceled two years from the date of issuance. The applicant is responsible for complying with all laws, ordinances and regulations of any other governmental agencies which may pertain to the above equipment. DAVID L.
