(15) No air contaminant shall be discharged into the atmosphere for a period or periods <br /> aggregating more than 3 minutes in any one hour which is as dark as or darker than <br /> Ringelmann 1 or equivalent 20 % opacity. <br /> 2. ( 118) No air contaminant shall be released into the atmosphere which causes a public <br /> nuisance. <br /> 3 . The soil decontamination system shall be maintained in proper working order at all times . <br /> 4 . All intake and exhaust leaks shall be repaired immediately. <br /> 5 . The overall hydrocarbon capture/destruction efficiency of Omni Systems soil remediation <br /> equipment (model 17PRV) , shall not be less than 95 % at any time. <br /> 6. Total influent hydrocarbon concentration into the Omni Systems soil remediation <br /> equipment (model 17PRV) , shall not exceed 2, 823 ppm. <br /> 7. Total effluent hydrocarbon concentration in the exhaust from the Omni Systems soil <br /> remediation equipment (model 17PRV) , shall not exceed 141 ppm. <br /> 8 . Only propane shall be used as the auxiliary fuel for the burning of gasoline vapors. <br /> 9 . Total emissions from the Omni Systems soil remediation equipment (model 17PRV), <br /> shall not exceed the following limits during any single day: NO, = 0.51bs/day; CO = <br /> 10. 4 lbs/day; SO. = 0. 1 lbs/day ; PMto = 0.2 lbs/day and HC(Nonmethane) = 8 . 2 <br /> lbs/day. <br /> 10. The annual emissions of any affected pollutant from all emissions units associated with <br /> decontamination project shall not exceed (2) two tons per year. <br /> 11 . The permittee shall make provisions for laboratory samples to be taken at the time of the <br /> initial inspection under the supervision of the Air Pollution Control Inspector. Samples <br /> shall be taken at locations both upstream and downstream of the system . <br />
