Box 2009 • ( 1601 East Hazelton Avenue) • Stockton, Califomia 95201 i <br /> (209) 468-3400 <br /> SEP 2g 1993 <br /> REMO CANEPA <br /> CANEPA ' S CAR WASH <br /> 248 E PARR ST <br /> STOCKTON CA 95202 <br /> RE : 6230 PACIFIC AVENUE SITE CODE : 1225 <br /> STOCKTON <br /> San Joaquin County Public Health Services , Environmental Health Division <br /> ( PHS /EHD ) has completed review of the report prepared by WHF Environmental <br /> Consultants , Inc . entitled "Progress Report on Tank Removal and Fuel Line Leak <br /> & Work Plan for Monitoring Wells " dated May 13 , 1993 . <br /> The workplan for the installation of monitoring wells is approved and the permit <br /> application has been receipted and issued under $93 - 1950 . <br /> The events leading to this point warrant explanation . The underground fuel <br /> storage tanks ( USTs ) were removed under PHS /EHD permit February 25 , 1993 . <br /> Contamination was observed visually and odoriferously during the tank removal at <br /> a depth of 12 feet below grade . The nature of the site ' s business as a car wash <br /> and its location within a highly utilized shopping area of businesses and <br /> restaurants , PHS /EHD issued a verbal directive February 26 , 1993 to commence <br /> preparation for corrective action . <br /> A " Site Remediation Workplan " was submitted March 1 , 1993 by B & C Construction <br /> for overexcavation of contaminated soil within the original tank pit and a <br /> sampling plan for the piping area under the canopy . The workplan was approved <br /> by PHS /EHD as submitted . Public notification of the pending correction action <br /> was posted on site February 26 , 1993 . <br /> strong to moderate odors of petroleum hydrocarbons were observed during the March <br /> 31 1993 sampling event under the canopy at a depth of 5 feet . A test soil boring <br /> to a depth of 56 feet was executed to estimate the vertical range of petroleum <br /> contamination and to evaluate the need for a groundwater investigation . <br /> Based upon the field observations of PHS /EHD inspection staff and the sensitivity <br /> of the site ' s location , you were directed to contract the services of a <br /> professional consultant to prepare a comprehensive remedial action plan to <br /> address the contamination within the piping area . WHF Environmental Consultants , <br /> ' DI Inc . submitted the March 5 , 1993 workplan for a soil vapor extraction system via <br /> ' i the installation of a series of vadose monitoring wells . The soil vapor <br /> O extraction system was constructed April 2 , 1993 . Vapor extraction has not <br /> commenced , to date , as you are awaiting permit authorization from the Air <br /> Pollution District . <br /> The groundwater investigative phase will commence within the next few weeks with <br /> the installation of 3 monitoring wells . <br /> The " Progress Report " document submitted by WHF noted that one sample location <br /> identified from the previous tank pit contained elevated levels of ethylbenzene , <br /> toluene , and xylene ( Station #16 , E . Wall , N End ) . It appears , however , that <br /> vadose monitoring wells PSV1 and/or *SV2 may be within the radius of vadose <br /> influence . A pilot test of the vadose system will be necessary in order to <br /> verify the effectiveness of the well ' s placement . <br /> A Division of San Joaquin County Health Care Services <br />
