u <br /> Canepa' s Car Wash Page 2 <br /> June 28 , 2011 <br /> 6230 Pacific Avenue <br /> Stockton , California 95207 <br /> AGE justifies the sampling reduction schedule citing : <br /> Financial constraints since Mr. Canepa is ineligible for further reimbursement from <br /> the UST Cleanup Fund having exceeded the $ 1 .5 million cap ; <br /> Remediation previously performed that has removed a total of 10 , 900 pounds of <br /> petroleum hydrocarbon contaminants at this site; <br /> • A plume that is relatively stable; and <br /> No sensitive receptors within 1 , 000 feet of the site. <br /> AGE requests that the EHD directives listed above be delayed until the EHD has reviewed <br /> the forthcoming report concerning the potential second petroleum hydrocarbon release to <br /> be published by AGE on 30 June 2011 . AGE further requests a meeting with the EHD to <br /> discuss information presented in the upcoming report, future groundwater monitoring , <br /> sampling , and reporting requirements , and an "economically feasible plan for site closure". <br /> The EHD directs that AGE's referenced report be submitted to the EHD by 29 July 2011 . <br /> The referenced report should : <br /> Demonstrate plume stability, addressing the entire vertical extent of impacted <br /> groundwater and the lateral delineation at each depth interval ; <br /> Include initial and current sorbed mass estimates to put into perspective the <br /> significance of removed mass; <br /> Propose a monitoring and sampling program that will adequately characterize the <br /> dissolved plume (including the plume's distribution , concentration trends, and <br /> distinguishes the "new" release); and <br /> Propose potential remedial methods for impacted groundwater and saturated soil . <br /> At your request, the EHD has scheduled a meeting for 22 August 2011 at 10 :00 a. m . at <br /> the EHD building located at 600 East Main Street in Stockton , California . Those in <br /> attendance should include Mr. Canepa , AGE representatives, and Nuel Henderson and <br /> Vicki McCartney of the EHD .
