I 1 � <br /> I <br /> 01 June 2011 <br /> AGE-NC Project No . 08- 1607 <br /> Page 2 of 3 <br /> • Annual : Collect ground water samples from ground water monitoring wells MWA <br /> through MW-3 and submit an annual report to include semi-annual ground water <br /> measurements . The first annual event should be performed in the third quarter of <br /> each year; <br /> • Biennially: Collect groundwater samples from monitoring wells MW-4through MWA 1 <br /> and MW- 12D ; and <br /> • Suspension of ground water monitoring from soil vapor extraction wells SV- 1 through <br /> SV-9 . <br /> Justification for reduction of ground water monitoring and reporting is based upon financial <br /> constraints , significant remediation performed at the site to date, a relatively stable plume, <br /> and no apparent sensitive receptor located within 1 , 000 feet of the site . <br /> The USTCF claim for the site has exceeded the $ 1 . 5 million cap and was used to removed <br /> a significant mass of petroleum hydrocarbons from the site . Historically , approximately <br /> 3, 872 , 897 gallons of ground water was extracted , treated and discharged under City of <br /> Stockton discharge permit, which resulted in removing a calculated 755 . 77 pounds of <br /> gasoline (TPH -g) from the dissolved phase. Additionally, approximately 10 , 145 .4 pounds of <br /> petroleum hydrocarbons was removed from the vapor phase through soil vapor extraction . <br /> A total of 10 , 901 . 17 pounds of petroleum hydrocarbons is calculated to have been removed <br /> from the site . <br /> In August 2001 , a sensitive receptor survey was conducted and no known operational <br /> domestic wells were found within 2 , 000 feet of the site; however, two operational municipal <br /> supply wells may still be in operation in the southwest corner of the Lincoln Center at <br /> Douglas Road and Gettysburg Place (over 1 , 000 feet to the east-northeast) . No other <br /> potential receptors appear to be located within 2 , 000 feet based upon the 2001 survey. <br /> Additional lines of evidence have been investigated and include compound specific isotopic <br /> analysis. After SJCEHD has an opportunity to review the report on the potential second <br /> release , which should be published by 30 June 2011 , AGE requests a meeting with <br /> SJCEHD to discuss the findings of the potential second release, monitoring and reporting <br /> requirements and an economically feasible plan for site closure. <br /> AGE requests a delay in the requirement to collect ground water samples from all site wells , <br /> which total 21 wells if the remediation wells are included , until after SJCEHD's review of the <br /> report on the potential second release . The annual ground water monitoring event is <br /> proposed for the third quarter of this year. <br /> AGE also requests further delay of submittal of a feasibility study and work plan , which were <br /> required by SJCEHD within 30 days of the 18 May 2011 letter, until after meeting with <br /> Advanced GcuEnvirnnmcntal, Inc. <br />
