PUBLIC, HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION Q.
I Ernest M . Fujimoto , M .D. , M . P .H . , Acting Health Officer
4 c9 \P
445 N . San Joaquin Street • P. O. Box 388 • Stockton , CA 95201-0388 ClFpRa
209/468-3420
PRELIMINARY ASSESSMENT SUMMARY
(CANEPA'S CAR WASH , COUNTY OF SAN JOAQUIN)
I . Site Information
A. Location and Description of Site - 6230 Pacific Avenue; Stockton ; Assessor's Parcel
Number 081 -360-03 (map attached). The Canepa Car Wash has been operating at this
location for almost 20 years, dispensing petroleum fuel from two 12, 000 gallon and one 5, 000
gallon underground storage tanks. The site is approximately 100 feet by 250 feet and is
rectangular in shape. The site fronts on Pacific Avenue on the west and Evelyn Street on the
east. The site improvements include a pre-wash and car vacuuming area as well as the car
wash portion. There is a store and office attached to the car wash building, and the fuel island
canopy with the dispensers is attached to the south side of the building.
The tanks were removed February 25, 1993 and the contamination found in the tank area is
believed to be a result of over-filling the tanks during fuel delivery. Approximately 600 cubic
yards of soil were removed from the tank excavation area between February 25, 1993 and
March 3, 1993.
B. Description of Hazardous Wastes and Substances - The soil excavated from the former tank
area was stock-piled on the property for a period of time prior to its recent transportation off-
site following laboratory confirmation as a nondesignated waste.
Residual contamination remains within the former tank area and within the canopy dispenser
area. A network of nine vapor extraction wells were installed under the canopy area and a
combustion system designed to treat the soil contamination problem is undergoing permitting
requirements.
Between September 28 and 30, 1993, 4 groundwater monitoring wells were installed. The
vertical and lateral limits of the groundwater contamination was not sufficiently defined with
these 4 wells, therefore, 4 additional groundwater monitoring wells were installed between
March 9 and 11 , 1994. The wells were drilled to 70 feet below ground level and screened
within the groundwater at various depths of 45 - 70 feet.
B
The quarterly groundwater sampling event of March 30, 1994 indicates that wells 1 , 2, 6, 7 and
d 8 have the following contaminants: Benzene, Toluene, Ethylbenzene, Xylene, and Total
Petroleum Hydrocarbons-Gasoline.
C. Threat to Public Health and Environment - Benzene, a component of gasoline, is a known
carcinogen. Contaminants remaining within the soil (primarily in the canopy/dispenser area)
pose a significant threat to the degradation of the groundwater. Soil that has been excavated
and removed no longer poses a threat to the degradation of groundwater.
A Division of San Joaquin County Health Care Services
