On or about February 26, 1999, Arcadis, Geraghty and Miller submitted a copy of the 3 report of supplemental work performed at the Site in January and February 1999 to PHSIEHD, 4 with copies to the Regional Board and to Mr. Parfitt. On or about March 30, 1999, Mr. Parfitt 5 faxed to me a copy of his March 22, 1999 memorandum to James Giannopoulos, Chief, 6 Regulatory Programs Branch and Edward Anton, Chief, Division of Clean Water Programs, 7 informing them that the report of the supplemental work performed at the Site "contains nn new 8 information that would alter the conclusions and recommendations for closure presented in the 9 draft order." A true and correct copy of the memorandum that I receival f um Mr. Parfitt on or 10 about March 26, 1999, is attached to the Petition for Review and for Stay as Exhibit 11. On or 11 about April 28, 1999, I received from Mr. Parfitt a copy of an April 16, 1999 memorandum to Ed 12 Anton from the Regional Board repeating its objection to the closure of the Site. Attached to the 13 Petition for Review and for Stay, as Exhibit 13, is a true and correct copy of the April 16, 1999 14 memorandum that I received from Mr. Parfitt. l5 9. While awaiting a decision on Unocal's petitinn for rlosure or the 16 rescheduling of a State Roard workshop on the petition, on or about May 6, 1999, I rocoivcd a 17 letter, dated May 4, 1999, from Margaret Lagotio of PIISM HD, f,equiring Ylnucal to submit, by 18 July 1, 1999, a workplan for new and additional assessment work. A frac and correct copy of 19 Ms. Lagorio's May 4, 1999 tetter to me is attached to the Petition for Review and for Stay as 20 Exhibit 1. 21 10. On May 18, 1999, I 'wrote to PHS/EHD requesting that it extend the 22 July 1, 1999 deadline for compliance with its May 4, 1999 directive until after the State Board 23 issues a decision on Unocal's petition for closure.
