EMERGENCY RESPONSE PLAN <br /> l.) Discovery: <br /> A. Initial responder is responsible for identification and communication of the nature of <br /> emergency. Identify the following: <br /> - Identify emergency—spill, injury, fire; what is the material and where is it? <br /> - Is immediate action necessary or should you alert management first? <br /> - If not an immediate threat to life, then management should initiate initial response <br /> phase. <br /> In a case of life threatening emergency the initial responder is to take necessary steps to <br /> notify affected individuals, appropriate emergency responder, and plant management. In <br /> less urgent cases, plant management should be the primary notification. <br /> 2.) Plant Response: <br /> A. Notification of all appropriate authorities, both on and off site. <br /> B. Plant will institute response management system <br /> - Incident Commander (highest management on site) will ensure safety, information <br /> collection, and communications. <br /> - Response objectives established. <br /> For example: Put out fire, spill containment and recovery, etc. <br /> C. Preliminary assessment – identify incident type, materials involved, magnitude of <br /> problem, and resources threatened, consultation with professionals, MSDS <br /> D. Response strategies <br /> - Immediate goal is protection of workers and public. Ensure that fires, explosions, and <br /> releases do not occur, or spread to other areas. <br /> - mitigating actions–discharge control, containment and recovery <br /> - identify resources necessary for response <br /> - provide for site control and security <br /> - mobilize resources. <br /> E. See Operations Manual index#1100 for Crisis Communication Plan. <br /> 3.) Sustained Actions: <br /> A. Establish transition from emergency response to prolonged recovery and mitigation <br /> plans are established <br /> B. Provide treatment, storage and disposal of any material that results from a release, fire <br /> or explosion immediately after an emergency. <br /> 5 <br />
