` SWO <br /> KEI-P89-1104 .P1 <br /> November 22 , 1989 <br /> Page 3 <br /> determined by composite sample laboratory results, will be <br /> sent to a Class I disposal site. All non-hazardous ex- <br /> cavated soil will be: 1) sent to a Class II disposal site, <br /> 2) retained on-site for aeration and re-sampling; or 3) sent <br /> to a Class III landfill. The portion of non-hazardous <br /> stockpiled soil sent to each disposition will be based on <br /> laboratory results, and volume considerations. A permit to <br /> aerate will be obtained from the San Joaquin County Air <br /> Pollution Control District. <br /> 6. In addition, a measurement of ground water static level will <br /> be taken from the existing on--site well. A water sample <br /> will also be collected and analyzed for TPH as gasoline, <br /> BTX&E using EPA method 503 . 1, halogenated hydrocarbon using <br /> EPA 502 . 1, EDS using EPA 504 and TEL using DHS-LUFT. <br /> 7 . Phase I will begin the week of November 27, 1989 . <br /> PHASE II - GROUND WATER INVESTIGATION <br /> Upon completion of Phase I as described above, KEI will develop a <br /> work plan to investigate potential ground water contamination. <br /> Potential ground water contamination will be evaluated through <br /> the installation of monitoring wells. The work plan defining <br /> monitoring well locations and installation details will be <br /> submitted to the regulatory agencies by mid-February. <br /> PHASE III <br /> Phase III will discuss the alternatives for continuing the <br /> subsurface investigation if Phase II reveals contamination levels <br /> in the ground water significantly in excess of action levels. <br /> Phase III will include a proposal for additional monitoring wells <br /> to define a zero line of ground water contamination. It will <br /> also propose a ground water monitoring and sampling program for <br /> the wells installed during Phase II. <br /> The main purpose of Phase III will be to establish a zero kine of <br /> ground water contamination. The proposal/work plan will be <br /> submitted to the regulatory agencies by mid-July_ 1990, dependent <br /> on timely acquisition of the permits required to complete Phase <br /> II. <br />
