PERMIT/SERVICES <br /> Consulting engineers, geologists, and other professional firms <br /> experienced in the field of underground storage tank corrective <br /> action work are being invited to dubmit bids to conduct a Fret <br /> inary Site Aasess"nt, and if necessary, a Soil and Water Inves- <br /> tigation for Wiggins and Associates, as managing agent, Boettcher <br /> Western Properties III Limited (Owner) . The bidder selected will <br /> provide services, under contract, between April 15 , 1952 and <br /> August 7 , 1992 , <br /> A. objective <br /> The objective of the work is to carry out a preliminary site <br /> assessment (PSA) at the site, and if necessary, a full soil and <br /> water invaatigation (SWT) + as they are defined in Section 2722(a) <br /> of the California Underground Storage Tank Regulations (Title 23, <br /> Division 3, Chapter 15 California Code of Regulations) at a for- <br /> ruer cardlock service station at 4555 North Pershing Avenue, <br /> Stockton, CA 95207 . <br /> Initially this work will involve the collection of Aoil and pos- <br /> dibly groundwater data to be submitted (in report form) to the <br /> San Joaquin County Public Health Services Environmental Health <br /> Division ('PH9/EHD) for determination of whether conditions exist <br /> that will warrant further investigationw,. such conditions typi- <br /> cally include : ( 1 ) evidence that this is significant (as deter- <br /> ained by the PHS/EHD) soil pollution at the site; ( 2 ) evidence <br /> that surface or groundwater have been, or may be, affected by the <br /> release of fuel; ( 3 ) evidence that free product occurs at the <br /> zits; (4 ) evidence that polluted soils are, or may be, in contact <br /> with surface or groundwater; or (5) any other conditions exist <br /> which would cause the PHS/EHD to require a full soil and water <br /> investigation (SWI ) . Site investigation work will also include <br /> any interim cleanup that is necessary. <br /> B. Rackground <br /> The former cardlock station was abandoned in .19900 owner owns <br /> the property located at 4555 Pershing Avenue which is located on <br /> a parcel of land just west of the northwest corner of Pershing <br /> Avenue and Rosemarie Lane, Stockton, California. Two retail fuel, <br /> stations are located approximately 50 to 75 yards east of the <br /> site. A car wash facility is located across the street (south) <br /> on RoAcmarie. Gasoline was retailed from one island, containing <br /> three dispensers (one leaded gasoline, one unleaded gasoline, and <br /> one diesel ) . The dispensers were served from three 12 ,000 gallon <br /> undt:rground storage tanks .
