On <br /> August 18, 1986, a leak report was sent to your office and the RWQCB. This report <br /> indicated a leak in the Unleaded product line from the storage tank to the dispensers. All <br /> product and vapor piping was subsequently removed and replaced with all new fiberglass <br /> lines. <br /> As requested in your letter dated August 21, 1986, a consulting firm was contracted to <br /> investigate this site. A plan was submitted to your office in September, and the necessary <br /> permits obtained. The results of this investigation showed dissolved hydrocarbons in the <br /> groundwater, ranging from 0.41 ppm to 1.7 ppm. A subsequent resampling and analysis of <br /> the groundwater in March and April 1987 shows approximately the same levels of <br /> contamination. At this time a one-mile radius well survey was also conducted, and a <br /> groundwater gradient at the site established. <br /> At this point, Chevron would like to further assess the problem at this site. Chevron has <br /> contracted EA Engineering, Science and Technology, Inc. to perform additional <br /> investigations as follows: <br /> (1) Provide additional site hydrogeologic data. <br /> (2) Perform a contamination assessment to include additional borings and vapor surveys <br /> to delineate the horizontal and vertical extent of contamination. <br /> (3) Develop a statistical transport model incorporating data obtained through borings, <br /> analysis of samples and the well survey. A "worst case" prediction of migration of <br /> contaminants to the nearest downgradient well will be modeled. <br /> (4) Provide remedial action feasibility and recommendations at this site, to include <br /> alternative cleanup options. <br /> Upon receipt, Chevron will forward the proposal to your office for approval. In the <br /> interim, Chevron would like to proceed with removal of the existing steel tanks and <br /> installation of new double wall fiberglass tanks. The existing steel system is 20 years old <br /> and showed signs of heavy corrosion during the recent full line replacements (October <br /> 1986). <br />
