Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
ARCO 06080 85 E LOUISE AVE, LATHROP February 01, 2017
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR-Notice to Comply)
Item# Remarks
313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight.
Seepage was observed at the union/shear valves at under dispenser containments 1-2 and 7-8, indicating a leak in
the primary piping. All primary containment for the UST system must be tight. Immediately have a properly
licensed, trained, and certified contractor repair or replace the failed components.
This is a repeat violation, Class ll.
316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003).
Approximately one-half cup of liquid was observed in the 87-product submersible turbine pump (STP) sump,
approximately one quart of liquid was observed in the diesel STP sump, approximately one-half cup of liquid was
observed in the diesel fill sump, approximately one-half cup of liquid was observed in the 91-product STP sump, a
trace of liquid was observed in under dispenser containment(UDC) 1-2, approximately one-half cup of liquid was
observed in UDC 34, and approximately three cups of liquid were observed in the vent box. Secondary
containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or
surface runoff. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous
waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified
contractor to address the water intrusion into the sumps, UDCs and vent box listed above.
The diesel secondary containment fill sump is not liquid and vapor tight. The gasket for the inner sump opening is
missing. Secondary containment shall be impervious to the liquid and vapor of the substance contained and
constructed to prevent structural weakening as a result of contact with any hazadous substances released from the
primary containment. This same violation was reported during the 2016 monitoirng system certification inspection
and still has not been corrected. Immediately contact a properly licensed, trained, and certified contractor to replace
the gasket for the inner sump opening of the diesel fill sump.
This is a repeat violation, Class Il.
Overall Inspection Comments:
An inspection checklist was provided to the facility clerk on the day of inspection (February 1, 2017). The
Environmental Health Department (EHD) has written the complete report which replaces the initial checklist.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, within 30 days of receiving the complete inspection report.
Communication in the 87-, 91-, and diesel- product submersible turbine pump (STP) sumps and fills sumps, and
communication in the under dispenser containments (UDC) of the vacuum-pressure-hydrostatic (VPH) system
were not tested during the inspection on February 1, 2017.
Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program
documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST
Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if
applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written
Agreement, if applicable, can be stored at the facility or uploaded into CERS. .
