• HSC 25290.1(c)(1) Primary containment not tight(after Jun 2004). Liquid was
detected at the 87 product union/sheer valve and the 87 product union of the under
dispenser containment for dispensers 1/2 and 5/6. The service technicians removed
the liquid and tightened the piping, indicating a leak in the primary piping. All
primary containment for the UST system must be tight. During the inspection, the
technician tightened the piping unions and cleaned out the released fuel. As noted in
your Inspection Report, this item was corrected at the time of the inspection. In addition, a
full statement regarding the return to compliance for this item was drafted on site with the
help of Inspector Aris Veloso, and is attached for your review and records.
• HSC 25290.1(c3),25290.2(c3) Secondary containment not constructed to prevent
water intrusion. Water was found in the 91 product fill sump, vapor sump,91
product STP sump, and diesel STP sump. Secondary containment shall be
constructed to prevent any water intrusion into the system by precipitation,
infiltration, or surface runoff. The service technician removed approximately one
gallon of liquid from the 91 product fill sump, approximately one cup of liquid from
the vent sump, approximately two tablespoons of liquid from the 91 product STP
sump, and approximately one teaspoon of liquid from the diesel STP sump and
returned the sensors to their proper location. Immediately contact a properly
licensed, trained, and certified contractor to address the water intrusion into the vent,
91 product fill sump,91 product STP sump, and diesel STP sump under permit and
inspection of the EHD. This was corrected on site. As noted in your Inspection Report,
this item was corrected at the time of the inspection.
The diesel secondary containment fill sump is not liquid and vapor tight. The gasket
for the inner sump opening is missing. Secondary containment shall be impervious
to the liquid and vapor of the substance contained and constructed to prevent
structural weakening as a result of contact with any hazardous substances released
from the primary containment. Immediately contact a properly licences, trained, and
certified contractor to make repairs to the UST system under permit and inspection
of the EHD. On February 2, 2016, BP Testing and Maintenance Vendor, Gettler-Ryan, Inc.,
replaced the noted gasket, then returned on February 25, 2016 to check and clean it. A
copy of the February 25, 2016 work order is attached for your review and records.
It is our policy to address deficiencies, issues of concern, and/or agency requests regarding our retail
facilities immediately. Based on the corrective actions detailed above, it is our understanding that the
items of alleged non-compliance have been resolved. If this is not correct, please contact me as soon
as possible.
ManyReg H E U"I'--I VE,
MAR 0 2 2016
Sarah Samuels
Retail Compliance Coordinator ENVIRONMENTAL
NE,61TH nPpApTMENT
Enclosure
