Therefore a pond liner is critical to <br /> groundwater quality protection. <br /> While the proposed liner will provide an improvement over the existing conditions, staff remains <br /> concerned about the use of a clay liner instead of a composite liner which consists of clay and synthetic <br /> liners. The Regional Board's experience with clay liners is that they only delay an impact to <br /> groundwater quality. The impacts occur because clay liners slow, but do not prevent, leakage of <br /> wastewater to the subsurface. Penetration of the clay liner by wastewater constituents will result in <br /> discharges of wastewater.
