WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-00-021
RJM ENTERPRISES,BROWNS LAKE RANCH,AND
RIVERCREST VINEYARDS,INC.
SAN JOAQUIN COUNTY
depth is approximately 150 feet below ground surface (bgs) and depth to groundwater was
reported to be approximately 25 feet bgs. Samples from the well contained TDS (620 mg/1) and
Nitrate (150 mg/1 as nitrate).
16. Depth to shallow groundwater was reported to be between 20 to 26 feet bgs based on four soil
borings drilled for the RWD. Groundwater flow direction is unknown. Analytical results of
shallow groundwater samples from each of the borings were found to range between 440 to 990
mg/1 for TDS, and 76 to 226 mg/1 for nitrate (as nitrate). There are no shallow groundwater
monitoring wells at the site.
17, Based on percolation tests in boreholes, soil within the upper four feet of the subsurface at the site
is generally composed of sandy-silts to silty-sands. The percolation rate was determined to be
28 cubic feet per square foot per day. Analysis for nitrate was performed on two shallow soil
samples collected at the site, but not in the area of the unlined pond. Analytical results were
reported to be non-detect and 10 milligrams per kilogram (mg/kg).
18. Local land use is mixed farming, primarily consisting of orchards. The Stanislaus River is
approximately 1.3 miles south of the site.
19. The mean annual rainfall for the site is approximately 11.5 inches (San Joaquin County
Department of Public Works, 1990).
20. The ground surface elevation at the facility is approximately 75 feet above mean sea level.
Surface water drainage in the area of the site is to the Stanislaus River. The facility is within the
Manteca Hydrologic Area(No. 531.10), as depicted on interagency hydrologic maps prepared by
the Department of Water Resources in August 1986.
21. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River and
San Joaquin River Basins (hereafter Basin Plan), which contains water quality objectives and
beneficial uses for all waters of the Basin. These requirements implement the Basin Plan.
22. The beneficial uses of the Stanislaus River are municipal and domestic supply, agricultural
supply for irrigation and stock watering, industrial service, process and power supply, contact and
non-contact recreation, warm and cold freshwater habitat, cold water migration, warm and cold
water spawning, and for wildlife habitat. The beneficial uses of underlying groundwater are
domestic, industrial, and agricultural supply.
23. Water quality criteria and other applicable standards associated with the protection of surface
and/or groundwater beneficial uses are as follows:
