CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> 6 November 2003 <br /> DISCHARGER: San Joaquin County Service Area 31 <br /> LOCATION & COUNTY: Flag City Wastewater Treatment Plant, San Joaquin County <br /> CONTACT(S): Ron Rall, Daniel Mullins, Ben Guzman <br /> INSPECTION DATE: 14 October 2003 <br /> INSPECTED BY: George Lockwood <br /> ACCOMPANIED BY: Ron Rall, Daniel Mullins, Ben Guzman <br /> OBSERVATIONS AND COMMENTS: <br /> Pre Inspection and Arrival: Prior arrangements were made with Ron Rall to inspect the Flag City <br /> Wastewater Treatment Plant on 14 October 2003, at 1200. The facility is regulated by Waste Discharge <br /> Requirements (WDRs) Order No. R5 2003-0061, NPDES No. CA0082848, and Cease and Desist Order <br /> No. R5-2003-0062 for a surface water discharge to Highline Canal. Prior to the inspection, the May, <br /> June, and July Discharger self-Monitoring Reports were reviewed. <br /> Upon arrival at 1200, the inspection started with the treatment plant grounds (see photo log <br /> Attachment A). After the treatment plant inspection was completed, a review of the June monitoring <br /> report was conducted with plant staff. The inspection concluded at the discharge outfall. The sky was <br /> clear the, sun was shining, air temperature was warm, and a slight breeze was observed. <br /> The plant treatment train consists of headworks, primary tank, secondary aeration reactor w/overflow <br /> basin, s6condary/final clarifier, aerated sludge digester, sludge dewateing unit/w drying area, chlorine <br /> contact tank, effluent holding tank/w dechlorination, outfall to Highline Canal, and/or disposal pond. <br /> Dried sludge is taken to the local landfill for disposal. Denitrification for the wastewater is achieved at <br /> the plant by periodically halting the flow of air to the aerobic processes. This allows for anaerobic <br /> nitrogen conversion so that the plant can comply with WDRs. <br /> This plant does not have a state certified laboratory for sample analysis. Much of the process control <br /> sampling is performed by staff with hand held devices or other methods that can be completed in a limited <br /> service laboratory. <br /> Presently domestic wastewater is receivedfrom the Flag City commercial development at Highway 12 and <br /> Interstate Freeway 5. The commercial development consists largely of service stations and fast food <br /> restaurants. There are 29 connections and only 15 are currently active. Flow averaged about 50,000 <br /> gallons per day (gpd), influent BOD was about 600 mg/l, and TSS was about 400 for the month of June. <br /> These influent parameter can and do fluctuate from month to month. The plant design average dry <br /> weather flow is 160,000 gpd. <br />
