C-.080- <br />OSTCO. <br />MMMOLES ALE <br />Via E -Mail "olle s' ov.or <br />Jennifer Jolley <br />Principal Planner <br />Community Development Department <br />San Joaquin County <br />1810 East Hazelton Avenue <br />Stockton, CA 95205 <br />Re: Request to Extend Temporary Use Approval (Improvement Plan No. <br />PA -2000078) to Park/Store Costco Truck Trailers at 16000 West Schulte Road. <br />Dear Jennifer: <br />As you likely recall, on May 15, 2020, the Community Development Department <br />approved Improvement Plan No. PA -200007$, which permitted Costco to develop a parking lot <br />and to temporarily store and park up to 200 truck trailers at 16000 West Schulte Road (APN <br />209-230-02) through January 31, 2021 to help Costco meet its increased distribution demands <br />associated with the COVID-19 pandemic. Because of the ongoing surges in COVID-19 cases <br />and the continued distribution demands related thereto, in December 2020 Costco requested and <br />the County agreed to extend its authorization of the truck trailer parking use through December <br />31, 2021. 1 write today to respectfully request that the Community Development Department <br />further extend the end date of the approval through December 31, 2021 As further explained <br />below, the request is a justified and reasonable solution to a problem that Costco is working hard <br />to resolve by developing permanent alternative parking solutions elsewhere in the vicinity. <br />While Costco diligently complied with all of the County -related conditions of approval <br />and quickly secured a building permit and constructed the parking lot at 16000 West Schulte <br />Road, Costco's ability to actually use the lot was significantly delayed. That delay was due to <br />protracted negotiations with the City over the required encroachment permit, which the City <br />made contingent on Costco's execution of an offsite improvement agreement and construction of <br />a brand new traffic signal at the intersection of Bud Lyons Way and W. Schulte Road. Because <br />that agreement was not finalized until the end of June 2021, and it took another month or so for <br />the new traffic signal to be constructed and inspected/approved by the City, Costco was not <br />actually permitted to begin parking truck trailers on the lot until August 6, 2021. As such, <br />Costco has only been able to use the parking lot for the past 3 months. <br />At the same time, the COVID-19 pandernic continues to significantly impact nearly all <br />facets of daily life and has played a major role in the significant international supply chain issues <br />and delays affecting businesses worldwide. As a result, the demand for Costco's goods and <br />services and the resultant increased distribution demands are even higher than they were when <br />Costco first sought the County's approval to construct a lot and park truck trailers on the <br />property.
