g. A community detention pond/terminal drainage system shall be provided to meet the requirements of the County and the State Reclamation Board for adequate drainage for the subdivision. The right-of-way for Bear Creek shall be shown, and a permit from the State Reclamation Board shall be acquired. h. The project shall be served by a public water system conforming to the requirements of the Department of Public Health Services and the Department of Public Works. The system shall provide adequate domestic and fire water supply in conformance with the requirements of the County Fire Warden and the local fire district. A test well showing that the production well will meet all applicable standards is required prior to the approval of the improvement plans or any work within the site. i. The project shall be served by a public sewer collection and treatment system constructed in conformance with the requirements of the Department of Public Health Services and the Department of Public Works. A wastewater treatment plant study acceptable to the Department of Public Works and the Department of Public Health Services is required prior to approval of the improvement plans or any work within the site. j. Street lighting shall be provided for the subdivision and the frontage of Eight Mile Road. Eight Mile Road may be included in the deferred frontage improvement agreement. k. A County Service Area shall be formed prior to the approval of the Final Map to provide for the operation, maintenance, and improvement of storm drainage, water, sanitary, and street lighting facilities. I. All lots shall be designated by number. M. Access rights shall be dedicated and restricted for Lots 1 through 6 and Lots 22 through 24 along the frontage of Eight Mile Road, and for Lots 1 and 24, 125 feet from Eight Mile Road, along the frontage of the entrance road. Temporary emergency access is to be allowed along the easterly line of Lot 5 until secondary public road access is provided. n. A Preliminary Soils Report is required, in accordance with County standards for the purpose of determining the R-Value for the design of the roads. o. The subdivider shall agree to and shall pay service fees for the County-provided utility services in an amount equal to the estimated fees for the period from the time the improvements are accepted until the effective date of assessment on the tax roll. Deposit of the fees shall be submitted at the time of the acceptance of the facilities by the County. P. All utilities under 24 KV shall be underground. Easements for utilities shall be provided as required by the public utility companies. q. No structures shall be allowed within 42 feet of the centerline of Eight Mile Road. r.
