PC: 6-3-93 <br /> GP-93-2/ZR-93-2 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> This site is under Williamson Act Contract. A Notice of Nonemewal was accepted by the Board of <br /> Supervisors on January 14, 1986, and became effective on March 1, 1986. The Contract will expire on <br /> March 1, 1996. On February 23, 1993, the applicant submitted this General Plan Amendment and a <br /> request for Zone Reclassification from AG-40 to RL-U. However, because the RL-U zone is not consistent <br /> with the Williamson Act Contract, the Zone Reclassification to RL-U was withdrawn. This Zone <br /> Reclassification to AU-20 is being processed by staff. AU-20 is a consistent holding zone within the <br /> Residential Low Density General Plan designation. <br /> This site is under Williamson Act Contract. A Notice of Nonrenewal has been filed, and the contract will <br /> expire in three years (Board Resolution 86-36). Development of the property cannot occur until the <br /> contract expires and full urban services are available. <br /> GENERAL PLAN CONSIDERATIONS: <br /> Residential Policies: <br /> The objectives in the General Plan regarding residential development are to promote quality living <br /> environments for County residents and to provide a variety of living environments. The General <br /> Plan contains nine policies to promote those objectives. This project is consistent with all of those <br /> policies. <br /> Roadways Policv No. 8: <br /> Roadways Policy No. 8 of the General Plan states that the County shall maintain a Level of <br /> Service (LOS) no lower than 'D' at all intersections and on State highways. Because Caltrans <br /> indicated that this project might result in LOS 'E', a time travel line study was required for mainline <br /> State Route 12188 through.Lockeford. Flecker Associates prepared a traffic study with direction <br /> from Caltrans and the Department of Public Works. That study concluded that this project will <br /> not result in LOS worse than 'D' on State Route 12/88 or overall LOS worse than 'D' on the <br /> intersections of affected County roads and State Route 12/88. This project is therefore consistent <br /> with Roadways Policy No. 8. <br /> General Plan Policies Specific to Lockeford: <br /> Policy No. 1 states that'No significant expansion of the growth area for the Lockeford community <br /> shall occur until solutions to the congestion on State Route 12/88 have been developed and <br /> implemented.' <br /> The community of Lockeford, including vacant land designated for development, contains <br /> approximately 812 acres.
