PC: 6-3-93 <br /> GP-93-2/ZR-93-2 <br /> constructed Lockeford Vista subdivision. <br /> Policy No. 3 states, 'All new development in the Lockeford area shall be coordinated with the <br /> Lockeford Community Services District.' This policy has been satisfied. A Preliminary Subdivision <br /> Improvement Agreement between the developer and the District is being prepared. <br /> Water Policy: <br /> By Board Resolution No. R-91-973, approved November 26, 1991, the Board of Supervisors <br /> adopted the following statement: <br /> 'Any General Plan Amendment approved by the County shall not result in <br /> increased demand upon the water supply available to San Joaquin County as of <br /> April 2, 1991.' <br /> The applicant has submitted documentation indicating that the proposed General Plan <br /> Amendment would not increase the demand upon the water supply. Water consumption at the <br /> site has averaged approximately 11.86 million gallons per year. The applicant anticipates using <br /> 10.68 million gallons per year. <br /> The documentation submitted by the applicant is adequate and meets the requirements of Board <br /> Resolution No. R-91-973. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> This site is bounded by State Route 12/88 on the north, Southern Pacific Railroad on the south, <br /> vineyards on the east, and vineyards on property zoned residential on the west. Along the east <br /> border of this site are high-power electrical transmission lines. <br /> Traffic/Circulation: <br /> This site has frontage on State Route 12/88 and is adjacent to the approved Lockeford Vista <br /> Subdivision to the west. Expansion of that subdivision cannot be approved until a satisfactory <br /> method of secondary access is provided. The applicant anticipates that this site will have access <br /> on State Route 12/88 and secondary access through the property to the west, which also has <br /> access on State Route 12/88. Caltrans, however, has indicated that it is highly unlikely that an <br /> encroachment permit will be approved for access to State Rout 12/88 at this site. Caltrans prefers <br /> that secondary access for the Lockeford Vista subdivision,including this site, be provided through <br /> the town of Lockeford rather than by another point of access on State Route 12/88. <br /> Prior to approval of a subdivision application, a traffic study will be required to address the <br /> impacts on State Highway 12/88 and County roadways and to identify appropriate mitigation <br /> measures that would be important as tentative map conditions of approval. The time line studies <br /> that have already been prepared will be used as a basis for the required traffic study. <br /> -8- <br />
