o. The Excavation Plan shall indicate that surface soils and <br /> subsoils shall be separated during excavation of each <br /> strip and be replaced in the same relative position <br /> during ongoing rehabilitation. A soil segregation and <br /> resoiling plan shall be submitted to the Planning <br /> Division, the U. S. Soil Conservation Service, and the <br /> California Division of Mines and Geology for approval. <br /> Evidence of approval by the Soil Conservation Service and <br /> the Division of Mines and Geology shall be submitted to <br /> the Planning Division. <br /> p. An Erosion Control Plan shall be included in the <br /> Excavation Plan and be approved by the Department of <br /> Public Works and the State Reclamation Board. Evidence <br /> of approval by the Department of Public Works and the <br /> State Reclamation Board shall be submitted to the <br /> Planning Division. <br /> q. Demolition of the old bridge site and construction at the <br /> new site shall be performed to prevent siltation of the <br /> river. Construction shall take place during dry weather <br /> and low stream flow. Construction details shall be <br /> included in the Erosion Control Plan. <br /> r. The retention/percolation basin shall be designed to <br /> provide sufficient water storage capacity to allow <br /> percolation of surface water to the aquifer in the area <br /> of the proposed quarry excavation. Calculations for <br /> sizing the retention basin shall be approved by the <br /> Department of Public Works prior to inclusion in the <br /> Excavation Plan. The Excavation Plan shall include <br /> detailed grading measures to provide drainage to the <br /> retention basin and to prevent ponding of water on the <br /> remainder of the site. Grading shall be performed to <br /> prevent direct runoff to the Mokelumne River. <br /> S. The Excavation Plan shall establish an adequate setback <br /> from the drainage pond to prevent inundation of the <br /> gravel extraction area in the event of rainfall grater <br /> than the ten-year storm. The setback shall be developed <br /> by a soils engineer or certified engineer geologist to <br /> ensure that it is adequate to prevent pond slope failure <br /> due to quarry excavation. <br /> t. If the applicant determines that waterway markers (e.g. , <br /> signs or buoys) are necessary to warn or advise boaters <br /> of hazards during bridge construction, the markers must <br /> be placed or installed in accordance with the <br /> requirements as specified in Title 14 , Article 6, <br /> California Code of Regulations. Marker details shall be <br /> approved by the State Department of Boating and <br /> Waterways, and evidence of that approval shall be <br /> -4- <br />
