ff. The applicant shall pay a fee, as specified in Planning <br /> Title Section 9-2244 (s) , to the County to cover the cost <br /> of an annual inspection of the excavation to assure <br /> compliance with the provisions of the permit. <br /> gg. Operations shall be in accordance with instructions from <br /> the Agricultural Commissioner to control the spread of <br /> noxious weeds. Evidence of the Agricultural <br /> Commissioner' s approval of the Weed Control Plan shall be <br /> submitted to the Planning Division. <br /> hh. The excavation shall not cause health or sanitary hazards <br /> and shall not create conditions which will cause the <br /> breeding or increase of mosquitoes, rodents, or other <br /> pests. <br /> ii. A performance guarantee is required to ensure site <br /> rehabilitation and compliance with Conditions of <br /> Approval. The amount of the guarantee is and will be <br /> fully in force for any phase which is being excavated. <br /> The estimated cost of rehabilitating each phase must be <br /> reviewed by the Department of Public Works. The type of <br /> financial guarantee proposed by the applicant under this <br /> Section must be found acceptable by County Counsel. <br /> 2 . DEPARTMENT OF PUBLIC WORKS: <br /> Conditions of Approval: <br /> a. The excavation plan shall be prepared by a Registered <br /> Civil Engineer and include the following: <br /> (1) Provide details of the Mokelumne River crossing. <br /> Any work in the river shall require San Joaquin <br /> County Flood Control District approval, State <br /> Reclamation Board Permit, and all other affected <br /> agency permits. <br /> (2) The final grading plan shall include alternate <br /> drainage provisions and final slopes as required by <br /> the Environmental Impact Report. At the completion <br /> of the excavation operation, provision shall be <br /> made to connect the project drainage pond to the <br /> existing County (Solari) pond and dedicate the <br /> project pond to the County. <br /> (3) Provide the boundaries and quantities of excavation <br /> of each phase and direction of excavation. <br /> 3 .
