RESPONSE TO COMMENTS FROM: California Department of Water Resources
1. No definitive information is available to determine the potential impact of
project groundwater extraction on local wells should it be necessary to pump
water from the excavation pits. If excavation pit dewatering is necessary,
discharge of this water would require an NPDES permit from the RWQCB (see
San Joaquin County Public Health Services, response 2). In addition, a
hydrologic evaluation would be necessary to determine potential impact to
shallow wells in the Clements area (see Mitigation 7, Section 3.2.3 of the EIR).
The existing processing facility well that would continue to be used by the
proposed project, has been extracting groundwater at the rate of 10,000 gallons
per day for at least eight years, and no evidence of adverse impact on local wells
has been identified. Additionally, this well is located at least 150 feet from any
property boundary, and about 1,000 feet from the nearest offsite residence. It is
unlikely that the proposed extraction would impact other wells; however,
Mitigation 10 has been added to Section 3.2.3 of the EIR to evaluate and mitigate
any potential future impacts with respect to existing wells.
