Solari Chose to grow on it , but I do not think <br /> the categorization of the s -il as being unproductive is correct . <br /> I pointthis out because it seems to be a key argument in CCW' -- <br /> proposal . I have been told t)-,at many crops have been <br /> successfully grown at this site , including a long history of hop <br /> farming . There was a coml::ent that , "You can ' t even get a <br /> asparagus knife into this soil . Clements is a unique town . it gives this <br /> County character . Anything that threatens this character should <br /> be avoided . I think this project will irreparably change the <br /> character of Clements . i feel I have a stake in this issue of <br /> consequences to the Clements area . 1 have a family burial plot <br /> at the Glen View Cemetery on Mackville Roa next to the Mo):elumn: <br /> River . <br /> In approving this permit , the County may be seriously iBipactinq <br /> its future. On September 12 , the- California Department of :ish <br /> and Game and East Bay Municipal Utility District entered into an <br /> agreement called a "Memorandum of Understanding , " regarding the <br /> Mokelumne River . This agreement sets minimum flow levels and <br /> provides for attraction and outmigration flows , so important to <br /> anadromous fish , such as Salmon and St.eelhead . This <br /> understanding is an effort to remedy critically depleted and <br /> degraded fisheries on the Mokelumne . An important component in <br /> this agreement is a "resources *riven" fisheries management <br /> concept. What this means is , the more fish counted the greater <br /> the flow allocated ; the fewer the fish the smaller the flow. It <br /> is acknowledged that there will be adverse affects to the river <br /> and its fisheries as a result of this approved quarry project. <br /> These adverse affects would have a direct consequence to this <br /> "resource driven" formula. Any further decline in the <br /> Mokelumne ' s fisheries would increase the intense scrutiny already <br /> -12- <br />
