I pointthis out because it seems to be a key argument in CCW' -- proposal . I have been told t)-,at many crops have been successfully grown at this site , including a long history of hop farming . There was a coml::ent that , "You can ' t even get a asparagus knife into this soil . The following is my ac know Iedgemeiit. and affirmation of various concerns brought out by adversely affected private property owners. 1 , personally, support them in their appeal based on direct negative impacts to their lives and )homes . I under---and the property owners concerns over air quality, noise and , especially , the visual impact of this proposed quarry excavation project . Clements is a unique town . it gives this County character . Anything that threatens this character should be avoided . I think this project will irreparably change the character of Clements . i feel I have a stake in this issue of consequences to the Clements area . 1 have a family burial plot at the Glen View Cemetery on Mackville Roa next to the Mo):elumn: River . In approving this permit , the County may be seriously iBipactinq its future. On September 12 , the- California Department of :ish and Game and East Bay Municipal Utility District entered into an agreement called a "Memorandum of Understanding , " regarding the Mokelumne River . This agreement sets minimum flow levels and provides for attraction and outmigration flows , so important to anadromous fish , such as Salmon and St.eelhead . This understanding is an effort to remedy critically depleted and degraded fisheries on the Mokelumne . An important component in this agreement is a "resources *riven" fisheries management concept. What this means is , the more fish counted the greater the flow allocated ; the fewer the fish the smaller the flow. It is acknowledged that there will be adverse affects to the river and its fisheries as a result of this approved quarry project. These adverse affects would have a direct consequence to this "resource driven" formula. Any further decline in the Mokelumne ' s fisheries would increase the intense scrutiny already -12-
