PLANNING COMMISSION MINUTES <br /> SEPTEMBER 6, 1990 <br /> 4 . QUARRY EXCAVATION APPLICATION 140. QX-90-1 OF CLAUDE C. WOOD <br /> COMPANY to permit the removal of 2 . 4 million tons of rock, sand and <br /> gravel over a 10-year period, using a strip extraction method, with <br /> ongoing temporary rehabilitation, and final rehabilitation at the <br /> end of successive five-year periods. The property is located on the <br /> north side of State Route 88 , 2700 feet west of Athearn Street, <br /> west of Clements. (Supervisorial District 4 ) <br /> Associate Planner Richard Larrouy introduced a staff report into <br /> the record. He asked that Condition No. 1 (2) (g) , paragraph 3 (page <br /> 16) , be deleted. <br /> It was stated that there is a duplicate condition in the staff <br /> report and that on Page 21 , Ordinance Requirement No. 1 (gg) should <br /> be deleted. <br /> Comms . Jungeblut, Gillispie, Carter and Morr. i disclosed that they <br /> had viewed the project site. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: John Campbell, P.O. Box 1890 , Murphys, Consultant <br /> representing Claude C. Wood Co. , said he had reviewed the <br /> Conditions and he made the following comments: <br /> Page 16 , (j ) : He asked that this condition be modified since <br /> the piece of equipment they will use is only a hydraulic <br /> backhoe. This is about one-quarter the size of the equipment <br /> they used in Stampede Valley and it can be moved in one truck. <br /> They would like to be allowed to leave this one piece of <br /> equipment on the site. It is track mounted and is difficult <br /> to transport. They would be willing to paint it to blend in <br /> with the site. <br /> • Page 15 , (g) : There is an area on the north side of the <br /> riparian area that has been confused with a freshwater marsh. <br /> This area is not a freshwater marsh. It is water from the <br /> washing of sand and silt into that area . This area is <br /> designated to go back to agriculture after the land is brought <br /> up to the required level. He asked that condition (g) be <br /> deleted which would then allow them to go ahead with the <br /> reclamation of that area which was begun 30 years ago. <br /> Bob Hoffman, 19500 N. Bruella Rd. , Acampo, said he is 'an <br /> agricultural consultant and had been asked to address the <br /> horticulture of this property. He made the following comments: <br /> • This land is not a marsh carrier. The habitat that is there <br /> is not conducive to growing in or around water.
