old tailings spot and the water from the rinsing of rock and
sand does not flow this way. If the plant ever closed, this
water area would be closed and gone.
He recommends eucalyptus trees for the screening of the haul
routes across the excavation site. Regarding temporary
revegetation of the refilled areas, he concurred with the Soil
Conservation Service recommendation. There will be three
cottonwood trees and one elderberry plant (no valley oaks) for
those areas .
Director Chet Davisson said the EIR specifically identifies several
areas of freshwater marsh.
Mr. Campbell said that during the hearing of the Draft EIR it was
stated that it was not an area of freshwater marsh.
Frank Alegre, 2000 Edgewood Drive, Lodi, commented that this is a
good project and it is needed. It is a good site because of its
location; and it has a good quality of gravel . He said this is
only a 10 year operation. Resources cannot be moved around. The
resource must be recovered.
Stan Harris, 4967 E. Acampo Rd. , Acampo, representing Claude C.
Wood Co. , objected to Condition No . 1 (e) .
Jim Solari, owner of the property, along with his brother, said
this has been a drought year, but water does not stay on the
property. The soil dries off very fast. The project will save 99
percent of the water on that piece of property. Since the property
is being developed in phases, it will continue to be farmed.
Chairman Morri asked the EIR Consultant to address the Commission.
Roy Skinner, representing Harding Lawson Associates, Consultant for
the preparation of the EIR, spoke on the question of the freshwater
marsh and the riparian zone. He said that the Corps of Engineers
will not take jurisdiction over an artificially created wetland.
The Department of Fish and Game takes a different view on what they
consider to be wetland and they request some mitigation on
wetlands, whether it is artificially created or not. The * EIR is
trying to address the concerns of Fish and Game and not the Corps
of Engineers.
OPPONENTS: Roberta Raines, 22395 N. Anderson St. , Clements, said
her property has been in the family for many years and she is now
building a new home facing the bluff. She was concerned over dust
from the quarry operation and the view from her property. She
noted various wildlife that live the area.
Larry Bergmann, 18370 B Street, Clements, said his house also faces
the bluff and was concerned over dust and noise from the quarry.
PC MINUTES 9-6-90
-16-
