The proposed screening will not be adequate. He said he hears the <br /> noise from the rock processing plant . <br /> Esther Candelo, 18400 B Street, Clements, said she recently <br /> constructed a new home in the area . She was concerned over truck <br /> traffic on Jahant Road and dust from a 24 hour-a-day, 7 days-a-week <br /> operation. She said she is employed by an excavation company and <br /> is very familiar with such operations. <br /> Donald Mc Laurin, 18435 E. Highway 88 , Clements, said that the <br /> quarry pumping equipment will increase the noise in the area and he <br /> did not feel that the tree screening will mitigate that problem. <br /> The existing trees do not -•mitigate the noise from the present <br /> operation. The quarry will be in his "backyard . " The citizens of <br /> the community of Clements have done much to improve it and this <br /> project will be a detriment to the community. <br /> Les Raines, 22395 N. Anderson, said his ,home is less than 100 yards <br /> from the rock quarry. He submitted a letter from R. F. Hiney, East <br /> Highway 88 , and he submitted a petition signed by residents of the <br /> area, all in opposition to the project. Concerns were expressed <br /> regarding noise, dust, disruption of the area, hazardous fumes from <br /> gasoline and diesel fuels, destruction and erosion of the landscape <br /> caused by the rock quarry. <br /> John Newbold, 1098 E. Woodbridge Rd . , asked that the County review <br /> the results of Phase I before approving Phase II . He said this is <br /> a spawning area for salmon and steelhead fish and the project will <br /> impact the river. He said he has lived in the area for many years. <br /> REBUTTAL: Stan Harris said he recognized the fact that the loading <br /> equipment makes considerable noise. However, they will use a <br /> loader with a track hydraulic haul and this will be less noisy than <br /> the traditional piece of equipment. Regarding dust, they put a <br /> substance on the haul routes that takes care of the dust. It is <br /> something other than water or oil, and it has been very successful. <br /> The haul routes are treated several times a year. Regarding a <br /> review of the project, he said . the project must be reviewed every <br /> year. They have to live up to the requirements of the project. <br /> Regarding riparian on the north side of the river, he said he did <br /> not see anything in the Fish and Game response about a 100 foot <br /> buffer. The operation will not be within 1000 feet of the river on <br /> the south side, with the exception of the haul route. He said they <br /> have been working on this site for 35 years. <br /> PUBLIC HEARING CLOSED <br /> Comm. Carter said she had seen many interesting birds and plants on <br /> the site and said she was pleased with the way Claude C. Wood Co. <br /> runs its projects.
