r <br /> PC: 9-6-90 <br /> QX-90-1 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The General Plan designation for the site is Agriculture, with <br /> accompanying zonings of AG-40 and AG-20 (General Agriculture; <br /> 40- and 20-acre minimum parcel sizes, respectively) . The <br /> project is consistent with General Plan policies regarding the <br /> accessibility, protection, and extraction of aggregate <br /> resources. Quarry excavations are conditionally permitted in <br /> the AG zones, subject to an approved Quarry Excavation <br /> application, if the property to be excavated contains a <br /> substantial deposit of mineral resources . Section 9- <br /> 2241 (c) (2) of the Planning Title defines "substantial, deposit" <br /> as a deposit of mineral resources with a minimum gross selling <br /> price of at least five million dollars ($5, 000, 000. 00) in 1978 <br /> equivalent dollars on the project site. Information provided <br /> by the applicant indicates that the estimated equivalent value <br /> of the mined aggregate is nearly twice the minimum <br /> requirement. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic: <br /> Analysis conducted for this project indicates that the <br /> operation of the quarry and processing plant will not result <br /> in the generation of unacceptable traffic levels . An <br /> unacceptable level is defined as a Level of Service (LOS) of <br /> D or less. That analysis studied existing conditions with and <br /> without the project, as well as cumulative conditions. The <br /> former, based upon the proposed operation generating the same <br /> amount of traffic as the existing use (an average of 200 truck <br /> trips per week) , results in C or better at all the identified <br /> intersections. The latter results in acceptable LOS except <br /> at the intersection of State Route 88 and Mackville Road. The <br /> reduction in LOS at that intersection to D is the result of <br /> increased traffic associated with anticipated growth in the <br /> project area and surrounding communities and would occur even <br /> without traffic from the project. The analysis concludes by <br /> stating that no increased impacts on local intersections are <br /> anticipated to result from the project and that project- <br /> related impacts will not be significant. <br /> -28- <br />
