YC: 9-6-90 <br /> QX-90-1 <br /> Land Use• <br /> The proposed quarry site is located on a 120-acre portion of <br /> a 253 . 71-accre parcel located between the south bank of the <br /> Mokelumne River and the bluff area north of the town of <br /> Clements. Approximately the eastern 55 acrs of the 120-acre <br /> site currently contains a nonproductive walnut orchard, with <br /> the balance planted in asparagus . Adjacent lands to the <br /> north, east, and west are devoted to agricultural uses. <br /> Residential and commercial uses within the town of Clements <br /> lie approximately 300 to 1000 feet south of the proposed <br /> quarry site. Also adjacent to the south side of the quarry <br /> site is a vacant 20 . 64-acre parcel primarily located on top <br /> of the 50-foot-high bluff overlooking the project site. The <br /> parcel ' s current zoning is R1-10 (Residential; 10, 000-square- <br /> foot minimum parcel size) , and an application has been <br /> submitted to establish a 38-lot residential subdivision on the <br /> site. <br /> The existing residences nearest to the proposed quarry site <br /> are located approximately 300 feet from the southern boundary <br /> of the extraction area and approximately 2700 feet from its <br /> northern boundary. If developed as proposed, the 20 . 64-acre <br /> site would contain residences as close as 200 feet and as far <br /> away as 2000 feet from the northern boundary of the extraction <br /> area. <br /> The site of the proposed quarry would, as a result of <br /> approval, be taken out of agricultural production for a period <br /> of ten years. During this time, excavation activities would <br /> proceed from west to east in north/south extraction strips. <br /> Excavation operations that would be visible from residential <br /> portions of the town would involve two to three pieces of <br /> excavation machinery and off-highway trucks which would each <br /> make approximately 16 trips per day to the processing site. <br /> The largest visible change would be the view of the disturbed <br /> ground instead of the current agricultural farmland. Once <br /> excavation operations begin, a portion of the site would be <br /> disturbed at any given time during the 10-year period of <br /> operation until reclamation is complete. <br /> In order to mitigate these potential land use conflicts to <br /> less than significant levels, the applicant will minimize the <br /> area being extracted at any one time, perform ongoing <br /> rehabilitation, and utilize temporary revegetation.
