a <br /> PC: 9-6-90 <br /> QX-90-1 <br /> A related visual impact and potential land use conflict is <br /> represented by the new haul road that will be constructed to <br /> haul extracted material from the quarry area to the processing <br /> facility. To reduce this potentially significant impact, the <br /> haul route from the excavation site to the Mokelumne River <br /> will be screened with trees and other vegetation. The <br /> vegetation will be installed prior to project operations to <br /> allow maximum time for the plants to mature. Further <br /> mitigation will be provided by the requirement that excavation <br /> equipment be moved from the extracted area to a visually <br /> screened area during weekends, holidays, and periods of <br /> nonoperation greater than one- day. <br /> The existing processing facility is located approximately two <br /> miles northwest of the town of Clements and lies adjacent to <br /> the north bank of the Mokelumne River. Lands surrounding the <br /> facility are used for agricultural purposes. A farm residence <br /> and associated farm buildings lie approximately 3/4 of a mile <br /> to the north of the processing facility, on the east side of <br /> Linn Road. Uses on the processing facility consist of rock <br /> crushing and separating machinery, asphalt mixing machinery, <br /> tailings mounds, and associated storage and processing <br /> equipment. <br /> As with the quarry site, the processing facility lies in a <br /> lower portion of the Mokelumne River "valley. " The site has <br /> been used as a gravel processing site since approximately <br /> 1956 . It is composed of gravel and asphalt processing <br /> equipment and facilities, including processing towers that <br /> reach approximately 50 feet in height, extended conveyor <br /> belts, numerous sand and gravel mounds that extend to <br /> approximately 40 feet, and miscellaneous equipment sheds and <br /> fuel storage tanks. <br /> The site lies at the edge of the Mokelumne River corridor, <br /> which is heavily vegetated with oak and poplar trees. Viewed <br /> from the south side of the river, the processing site is only <br /> minimally visible through the vegetation. The site is located <br /> in a relatively isolated area which does not permit viewing <br /> from any frequently traveled roadways. The site is visible, <br /> however, from the portion of Jahant Road as it passes the site <br /> approximately 1/2 mile to the north and from adjacent <br /> agricultural and pasture lands. Because activities and <br /> operations at the existing processing site will remain at <br /> their current levels, no change in visual impacts will result <br /> from continued operations at the processing facility. <br /> -30- <br />
