The subject parcel is located on the southeast corner of <br /> Ash Street and French Camp Road, French Camp. <br /> The Planning Division has reviewed the proposed project and offers <br /> the following comments: <br /> 1. Under certain circumstances, C-1 zoning is consistent with <br /> a General Plan designation of Low Density Residential. However, <br /> in this particular instance, staff believes that reclassifying <br /> this one parcel from I-PA to C-1 would not be appropriate. <br /> This conclusion is based on several factors: 1) The size of <br /> the subject parcel is not large enough to accomodate all the <br /> uses (including associated parking) allowed in the C-1 zone; <br /> and 2) Granting this reclassification request would constitute <br /> a spot zone, which would be contrary to good planning principles. <br /> 2. Alternatives <br /> ° Expansion of C-1 area. Mr. Tanghal may wish to explore <br /> the possibility of expanding the C-1 area with his neighbors. <br /> Expansion of the C-1 area to include the properties along <br /> French Camp Road, from Ash Street to Ponderosa Street and <br /> including the parcels at the intersection of Ash Street <br /> and French Camp Road, would seem to be appropriate. This <br /> area has long been considered by French Camp residents to <br /> be the town center, containing the post office, the fire <br /> department and a number of the original commercial establish- <br /> ments . However, a General Plan Amendment and Reclassifica- <br /> tion request to designate this area a retail commercial <br /> area failed because of vigorous oppostion from French Camp <br /> residents. (Note: This General Plan Amendment/Reclassification <br /> request also included a proposal to change the General Plan <br /> designation of the area south of French Camp Road, between <br />
