Address areas of soil saturated with hydrocarbons using limited <br /> over-excavation or other appropriate methods based on the levels <br /> encountered.. <br /> Site-Specific Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) " Hazardous <br /> Waste Operations and Emergency Response" guidelines (29 CFR 1910. 120), and by <br /> California Occupational Health and Safety Administration (Cal-OSHA) " Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), a <br /> Site-Specific Health and Safety Plan will be prepared for the site. The Health and <br /> Safety Plan will be reviewed by the field staff and contractors prior to beginning field <br /> operations at the site. <br /> I <br /> Soil Sampling Activities <br /> During upcoming activities, SECOR will be onsite to observe removal of the dispensers <br /> and other associated underground facilities, and to collect soil samples in accordance <br /> with SJCEHD requirements. The samples will be submitted under chain-of-custody <br /> documentation to a California State-certified analytical laboratory for analysis as <br /> described below. <br /> I <br /> Management of Excavated Soil and Limited Over-Excavation <br /> If soils saturated with hydrocarbons are encountered, limited over-excavation may be <br /> performed. Over-excavation, if performed, will be limited to approximately 50 to 200 <br /> cubic yards of soil. The area of possible over-excavation is shown as a dotted line on <br /> Figure 1 . The vertical extent of the over-excavation will be based on the limits of the <br /> excavation equipment, which is approximately 15 feet. <br /> Upon excavation, the soil will be stockpiled in segregated piles and covered with plastic <br /> sheeting at the site for sampling and later disposal. All stockpiled soil will be sampled <br /> at one four point composite for every 100 yards and subsequently hauled and disposed <br /> of at a approved landfill. With the permission of SJCEHD, clean stockpiled soil may be <br /> reused as fill. <br /> Stockpiled soil, covered with plastic sheeting, will be temporarily stored on the northern <br /> portion of the site. It should be noted that the Circle K Store onsite will remain open <br /> during the dispenser upgrade activities . To reduce potential hazard associated with the <br /> presence of stockpiled soil onsite generated from excavation activities, Tosco requests <br /> SJCEHD written approval to transport the soil to Forward Landfill' s holding area. Once <br /> analytical results of the stockpile sampling are received, the landfill will utilize the soil <br /> at their facility appropriately . <br /> 7G888-010-01/Wplan <br />
