05 / 11 / 98 MON 14 : 21 FAX 916 584 1889 SECOR- SACRAMENTO a 002
li
Trico Mnrke1ing Comp my 2
N Circle K service Sylian 8671, Stocklon, CA M.ry 11, 1998
2. Address areas of soil saturated with hydrocarbons using limited
over-excavation or other appropriate methods based on the levels
i
encountered.
'r
Site-Specific Health and Safety Plan
I
As required by the Occupational Health and Safety Administration (OSHA) "Hazardous
Waste Operations and Emergency Response" guidelines (29 CFR 1910 . 120), and by
California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous
Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), a
Site-Specific Health and Safety Plan will be prepared for the site. The Health and Safety
Plan will be reviewed by the field staff and contractors prior to beginning field operations
at the site.
Soil Sampling .Aetivities
During upcoming activities, SECOR will be onsite to observe removal of the dispensers
and product lines, and to collect soil samples in accordance with SJCEHD requirements.
The samples wi4 be submitted under chain-of-custody documentation to a California
State-certified analytical laboratory for analysis as described below.
Management of Excavated Soil and Limited Over-Excavation
If soils saturated with hydrocarbons are encountered, limited over-excavation may be
performed. Over-excavation, if performed, will be limited to approximately 50 to 200
cubic yards of soil. The area of possible over-excavation is shown as a dotted line on
Figure 1 . The vertical extent of the over-excavation will be based on the limits of the
excavation equipment, which is approximately 15 feet .
Upon excavation, the soil will be stockpiled in segregated piles and covered with plastic
sheeting at the site for sampling and later disposal_ All stockpiled soil will be sampled at
one four point composite for every 100 yards and subsequently hauled and disposed of at
a approved landfill. With the permission of SJCEHD, clean stockpiled soil may be
reused as fill.
Stockpiled soil, covered with plastic sheeting, will be temporarily stored on the northern
portion of the site. It should be noted that the Circle K Store onsite will remain open
during the dispenser upgrade activities. To reduce potential hazard associated with the
presence of stockpiled soil onsite generated from excavation activities, Tosco requests
SJCEHD written approval to transport the soil to Forward Landfill's holding area. Once
analytical results of the stockpile sampling are received, the landfill will utilize the soil at
their facility appropriately.
70888-010-01 awden dura.doc
