Application of wastewater to the land application area shall be performed in accordance with <br /> the approved Operation and Maintenance Plans required by Provisions H.Lb and H.l.g. <br /> 10. The Discharger may not irrigate with effluent 24-hours before precipitation, during periods of <br /> precipitation, for at least 24-hours after cessation of precipitation, or when the ground is <br /> saturated. In addition, the Discharger may not spray irrigate when wind velocities exceed <br /> 30-mph. <br /> 11. There shall be no standing water in the disposal area 24 hours after wastewater is applied, <br /> except during periods of heavy rains sustained over two or more consecutive days. <br /> 12. Discharge to the land application area shall be managed to minimize erosion and runoff. <br /> 13. The perimeter of the land application area shall be bermed or graded to prevent ponding <br /> along public roads or other public areas. <br /> 14. The wastewater discharge shall not occur within a 50-foot wide buffer zone along any <br /> property lines adjacent to properties developed with residences. <br /> 15. The resulting effect of the wastewater discharge on the soil pH shall not exceed the buffering <br /> capacity of the soil profile. <br /> 16. The land application area shall be managed to prevent breeding of mosquitoes. More <br /> specifically: <br /> a. All applied wastewater shall infiltrate within 24 hours after application. <br /> b. Low-pressure and unpressurized pipelines accessible to mosquitoes shall not be used to <br /> store wastewater <br /> E. Solids Disposal Requirements: <br /> 1. Collected screenings, grit, sludge, and other solids removed from liquid wastes shall be <br /> disposed of in a manner approved by the Executive Officer, and consistent with <br /> Consolidated Regulations for Treatment, Storage, Processing, or Disposal of Solid Waste, as <br /> set forth in Title 27, CCR, Division 2, Subdivision 1, Section 20005, et seq. <br /> 2. Storage, use and disposal of domestic wastewater sludge (septage) shall comply with <br /> existing Federal, State, and local laws and regulations, including permitting requirements <br /> and technical standards. <br /> 3. Sludge and other solids shall be removed from septic tanks as needed to ensure optimal <br /> operation and adequate hydraulic capacity. Sludge, septage, and domestic wastewater shall <br /> be hauled by a duly authorized carrier. <br /> 4. Any proposed change in solids use or disposal practice from a previously approved practice <br /> shall be reported to the Executive Officer at least 90 days in advance of the change. <br />
