In the event of a release that may potentially be a major release, the emergency
coordinator will be identified immediately. The emergency coordinator will assess the
source, amount, and areal extent of the release. Visual observations, facility records,
employee knowledge, and/or chemical analysis will be used to identify and quantify the
release. The emergency coordinator will also evaluate the potential for the release to
reach surface water or otherwise adversely impact human health or the environment.
If the emergency coordinator confirms that the release is a major release,the
emergency coordinator will assess whether evacuation is necessary for the entire facility
or only for areas within the vicinity of the release. The emergency coordinator will then
use appropriate internal communication systems to notify employees of the need to
evacuate. Evacuation procedures are described in Section B.5 of this plan. The
emergency coordinator will then report the release to emergency response agencies, as
described below. In addition,the emergency coordinator will notify the contracted
emergency response organization.
The emergency coordinator will direct actions to prevent additional releases of
hazardous waste from occurring or spreading to other areas of the facility, if such actions
can be done safely. These actions might include: stopping processes and operations,
placing absorbent materials in the area of the release, digging temporary containment pits
or berms, or placing absorbent materials in storm drain systems.
BAA Release Reporting
In the event of a major release, the facility will report the release to the agencies
summarized on Table B-1.
The emergency coordinator will report the following information:
■ Name and telephone number;
• Name and address of the Maxim Crane Works facility;
B-6
