• Checking the inventory of discharge response equipment and restocking as needed. <br /> • Observing the effluent and measuring the quantity of accumulated oil within the clarifier. <br /> All problems regarding tanks, piping, containment, or response equipment must immediately be <br /> reported to the Shop Superintendent. Visible oil leaks from tank walls, piping, or other components must <br /> be repaired as soon as possible to prevent a larger spill or a discharge to navigable waters or adjoining <br /> shorelines. Pooled oil is removed immediately upon discovery. <br /> Written monthly inspection records are signed by the Shop Supervisor and/or Safety Manager <br /> and maintained with this SPCC Plan for a period of three years. <br /> 3. Periodic Integrity Testing <br /> In addition to the above monthly and annual inspections by facility personnel, each tank is <br /> periodically evaluated by an outside certified tank inspector following the Steel Tank Institute (STI) <br /> Standard for the Inspection of Aboveground Storage Tanks, SP-001, 2005 version. <br /> 4. Records <br /> All records required by this SPCC Plan will be maintained for a minimum of three years by the <br /> Shop Superintendent and/or Safety Manager. The records will include: <br /> • Inspection forms (forms in Appendix C) <br /> • SPCC Plan training records and spill briefings (form in Appendix D) <br /> • Rainwater discharge inspection forms (form in Appendix E) <br /> • Release documentation (form in Appendix F) <br /> E. Employee Training and Discharge Prevention Procedures (40 CFR 112.7(f)) <br /> 1. Training Programs (40 CFR 112.7(f)(1)) <br /> All personnel involved with oil-using equipment and bulk storage containers at the Maxim Crane <br /> Works facility receive instruction annually to ensure adequate understanding in the proper operation and <br /> maintenance of equipment and spill prevention. The training includes discussion regarding applicable <br /> pollution control laws, rules, and regulations. The training also includes familiarization with the SPCC <br /> Plan, emphasizing the SPCC Plan as a resource in helping trainees maintain competency in these skill <br /> areas.
