Isola
Isola Law Group, LLP
405 W. Pine Street
Lodi, CA 95240
Dear Mr. Isola,
The San Joaquin County Environmental Health Department (EHD) has received your
correspondence and report concerning the Lima Ranch, dated August 5, 2009, and follow-up
correspondence dated August 19, 2009.
As you may be aware, the EHD enforces the laws (California Health and Safety Code) and
regulations (California Code of Regulations, Titles 17 and 22) that apply to small public water
systems in San Joaquin County under authority granted by the California Department of Public
Health. There are, however, no enforceable water quality standards, including nitrate
contaminant levels, that apply to private domestic water supply wells.
Your correspondence indicates there are private domestic water wells in the area near the Lima
Ranch with sample results that exceed the maximum contaminant level for nitrates in public
drinking water supplies. Although the EHD does not have regulatory authority over water quality
in private water supply wells and did not review the actual laboratory reports and chains of
custody for these samples, the levels reported by you would be of public health concern. We,
therefore, request that the names and addresses of the affected property owners be provided to
our department so that health information regarding this contaminant may be provided to them.
In the event you are unable to provide the affected property owner information, we have
enclosed some fact sheets and information on nitrates that you may provide to these individuals
directly.
If you have any questions, please contact me at(209) 468-3449..
Sincerely,
Margaret Lagorio, REHS
Program Coordinator
Enc.
Cc Ms. Charlene Herbst, Central Valley Regional Water Quality Control Board, 11020 Sun
Center Drive, Ste 200, Rancho Cordova, CA 95670
Mr. Sean Walsh, Central Valley Regional Water Quality Control Board, 11020 Sun Center
Drive, Ste 200, Rancho Cordova, CA 95670
