The final determination of the WWTP classification will be performed by the <br /> Division of Clean Water Programs. In the interim, based on the California Code of Regulations (CCR), <br /> Title 23 Sections 3675 and 3680, either a Class II or Class III will be required. <br /> The Board is presently in the process of updating the Waste Discharge Requirements (WDRs). The <br /> tentative WDRs allow a total of 4.3 million gallons per day(mgd) of wastewater flow. Domestic flow is <br /> allowed up to 0.9 million gallons per day(mgd), and industrial flow is allowed up to 3.4 mgd. <br /> A Class II WWTP allows up to 5.0 mgd, however because of daily variations of the flow rate and BOD <br /> concentrations in the industrial wastewater, the WWTP may be classified a Class III WWTP. This <br /> assessment, consistent with CCR Section.3675, may be established for the following reasons: <br /> • The plant has characteristics which make operation more difficult than the operation of other <br /> similar plants of the same flow range, and <br /> • The conditions of flow require an unusually high degree of plant operational control. <br /> Additionally, industrial wastewater treatment includes recirculation of partially treated wastewater, <br /> similar to a return activated sludge process.
