The site inspection was <br /> performed at the City of Escalon wastewater treatment plant (WWTP) on 27 January 2000. In general, <br /> the wastewater treatment plant was clean and well maintained; however, violations of the waste <br /> discharge requirements (WDRs) were observed. A site inspection photograph log is enclosed with this <br /> letter. <br /> The City is in the process of improving the industrial pipeline, and is also planning to construct <br /> improvements to increase the wastewater flow capacity and provide additional aeration of industrial <br /> wastewater ponds at the WWTP. The industrial treatment ponds will be reconfigured as part of the <br /> improvements. The location of the industrial ponds will not change; however, ponds not previously <br /> used are anticipated to be utilized. Distribution piping changes will be part of the industrial WWTP's <br /> improvements. <br /> The City is also proposing to reconfigure the existing domestic disposal ponds. In general, the <br /> modifications proposed consist of combining adjacent ponds by removing dikes separating the ponds. In <br /> addition, Pond 20 will be combined with Pond 12 and an adjacent area. Piping changes will also be part <br /> of the domestic WWTP's improvements. <br /> The following observations of the WWTP were noted during the inspection: <br /> • Industrial wastewater and storm water drainage is delivered to the WWTP in a pipeline separate <br /> from the domestic wastewater flow. The industrial pipeline carries stormwater during rain events. <br /> At the time of the site inspection, surface water drainage was being discharged by the pipeline. <br /> • The pond freeboard in the industrial treatment and disposal ponds was acceptable, except as noted <br /> below. <br /> • Minor odors were noted in the immediate vicinity of the north end of Pond No. 3. <br /> • Some of the surface aerators were operating during the site inspection. <br /> • Duckweed was observed on Pond No. 7. <br /> California Environmental Protection Agency <br /> C:V'..Iri FlbtineLLi.n4niti,WSnoA]WW.IIOC <br /> �a Recycled Paper <br />
