The City anticipates the new WDRs and site improvements can <br /> be finished before the industrial wastewater flow begins in the summer months. <br /> The following violations were observed during the site inspection or during staff review of self- <br /> monitoring data: <br /> • On 27 January 2000, inadequate pond freeboard was observed in domestic wastewater treatment <br /> Ponds Nos. 6, 7, 8, and 9. <br /> • The dry weather maximum domestic wastewater flow rate was exceeded in July, August, and <br /> September 1999. <br /> • The dry weather maximum industrial flow rate was exceeded in August 1999; maximum flow rate <br /> was exceeded in September and October, 1999. <br /> • The minimum dissolved oxygen concentration required in the ponds was not maintained. During <br /> the industrial wastewater discharge season, dissolved oxygen concentrations were not maintained <br /> in Ponds No. 1, 2, and 3 most frequently; in addition, domestic wastewater Ponds No. 6, 8, and 9 <br /> occasionally were out of compliance in the first quarter of 1999. <br /> The Discharger has requested new WDRs be generated.
