k_
,r
Mr. Doug Stidham • - 2 - •, 8 February 2000
The City is in the process of preparing a Report of Waste Discharge (RWD) and the City's consultant,
Nolte Associates, attended the meeting. The City anticipates the new WDRs and site improvements can
be finished before the industrial wastewater flow begins in the summer months.
The following violations were observed during the site inspection or during staff review of self-
monitoring data:
• On 27 January 2000, inadequate pond freeboard was observed in domestic wastewater treatment
Ponds Nos. 6, 7, 8, and 9.
• The dry weather maximum domestic wastewater flow rate was exceeded in July, August, and
September 1999.
• The dry weather maximum industrial flow rate was exceeded in August 1999; maximum flow rate
was exceeded in September and October, 1999.
• The minimum dissolved oxygen concentration required in the ponds was not maintained. During
the industrial wastewater discharge season, dissolved oxygen concentrations were not maintained
in Ponds No. 1, 2, and 3 most frequently; in addition, domestic wastewater Ponds No. 6, 8, and 9
occasionally were out of compliance in the first quarter of 1999.
The Discharger has requested new WDRs be generated. Staff is preparing a Request for a Report of
Waste Discharge. If you have any questions about this information, please telephone Tim O'Brien at
(916) 255-3116. Also, please direct all future correspondence and monitoring reports to his attention.
WE WY LS, CHIEF
Waste Discharge to Land Unit
Lower San Joaquin River Watershed
Enclosures (2)
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
