CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 95-149 <br /> NPDES NO. CA0081426 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> ESCALON PACKERS, INC. <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) <br /> finds that: <br /> 1. Escalon Packers, Inc., (hereafter Discharger) submitted a Report of Waste Discharge, <br /> dated 8 February 1995, and applied for a permit renewal to discharge waste under the <br /> National Pollutant Discharge Elimination System (NPDES). <br /> 2. Waste Discharge Requirements Order No. 90-169, adopted by the Board on 22 June 1990, <br /> prescribed requirements for a discharge of noncontact cooling water and evaporator water <br /> during emergency situations (if the cooling towers experience mechanical failure) from a <br /> tomato processing plant to the Stanislaus River via the San Joaquin County Main District <br /> Canal, a water of the United States, at a point in the SE 1/4 of Section 17, T2S, R9E, <br /> MBD&M, south of Escalon, as shown on Attachment 1, a part of this Order. Process <br /> wastewater is discharged to the City of Escalon's wastewater treatment plant. <br /> 3. Order No. 90-169 is neither adequate nor consistent with current plans and policies of the <br /> Board. <br /> 4. Wastewater generated from the facility consists of noncontact cooling water and <br /> evaporator water and is expected to be discharged on an infrequent basis, estimated at once <br /> every few years. <br /> 5. Evaporator water is generated by the condenser units that cool the vapors drawn off from <br /> the tomato pulp cookers. This water then passes through a cooling tower for temperature <br /> reduction. <br /> 6. The evaporator water is combined with noncontact cooling water and is routed through <br /> two fine mesh screens to remove any residual tomato particles that might be present. The <br /> water will be chlorinated before being discharged to the irrigation canal. <br />
