WASTE DISCHARGE REQUIREMENTS _2_
ESCALON PACKERS, INC.
SAN JOAQUIN COUNTY
7. The Report of Waste Discharge and sampling results describe the noncontact cooling water
and evaporator water discharge as follows:
Average Flow: 2.3 million gallons per day (mgd)
Average Temperature: 250C
Maximum Daily pH: 8.5
Minimum Daily pH: 6.5
Maximum Daily 30-Day Average
Constituent mg/l 1 / a * m 1 lbs/dav*
BOD 10 192 5 96
COD 15.4 295 7.7 148
Total Suspended Solids 10 192 5 96
* Based on average flow of 2.3 mgd
8. The U.S. Environmental Protection Agency (EPA) and the Board have classified this
discharge as a minor discharge.
9. The Board adopted a Water Quality Control Plan, Third Edition, the Sacramento and the
San Joaquin River Basin (hereafter Basin Plan), which contains water quality objectives
for all waters of the Basin. These requirements are consistent with that Plan.
10. The beneficial uses of the Stanislaus River are municipal, industrial, and agricultural
supply; recreation; aesthetic enjoyment; navigation; ground water recharge; fresh water
replenishment; hydroelectric power generation; and preservation and enhancement of fish,
wildlife, and other aquatic resources.
11. Federal regulations require effluent limitations for all pollutants that are or may be
discharged at a level that will cause or have the reasonable potential to cause, or contribute
to an in-stream excursion above a narrative or numerical water quality standard. Based on
information submitted as part of the application, in studies, and as directed by monitoring
and reporting programs, the Board finds that the discharge does have a reasonable
potential to cause or contribute to an in-stream excursion above a water quality objective
for Suspended Solids, BOD, and COD.
