The Report of Waste Discharge and sampling results describe the noncontact cooling water <br /> and evaporator water discharge as follows: <br /> Average Flow: 2.3 million gallons per day (mgd) <br /> Average Temperature: 250C <br /> Maximum Daily pH: 8.5 <br /> Minimum Daily pH: 6.5 <br /> Maximum Daily 30-Day Average <br /> Constituent mg/l 1 / a * m 1 lbs/dav* <br /> BOD 10 192 5 96 <br /> COD 15.4 295 7.7 148 <br /> Total Suspended Solids 10 192 5 96 <br /> * Based on average flow of 2.3 mgd <br /> 8. The U.S. Environmental Protection Agency (EPA) and the Board have classified this <br /> discharge as a minor discharge. <br /> 9. The Board adopted a Water Quality Control Plan, Third Edition, the Sacramento and the <br /> San Joaquin River Basin (hereafter Basin Plan), which contains water quality objectives <br /> for all waters of the Basin. These requirements are consistent with that Plan. <br /> 10. The beneficial uses of the Stanislaus River are municipal, industrial, and agricultural <br /> supply; recreation; aesthetic enjoyment; navigation; ground water recharge; fresh water <br /> replenishment; hydroelectric power generation; and preservation and enhancement of fish, <br /> wildlife, and other aquatic resources. <br /> 11. Federal regulations require effluent limitations for all pollutants that are or may be <br /> discharged at a level that will cause or have the reasonable potential to cause, or contribute <br /> to an in-stream excursion above a narrative or numerical water quality standard. Based on <br /> information submitted as part of the application, in studies, and as directed by monitoring <br /> and reporting programs, the Board finds that the discharge does have a reasonable <br /> potential to cause or contribute to an in-stream excursion above a water quality objective <br /> for Suspended Solids, BOD, and COD. <br />
