The following findings were made: <br /> 1 . The City of Escalon is in substantial violation of Regional <br /> Board Order No . 78-181 dated 27 October 1978 . Continued <br /> violations are subject to fines of no less than $2 , 500. 00 <br /> per day , per Section 13387 of the California Water Code. <br /> 2 . Current discharge arrangements between the City and its <br /> industrial dischargers are inadequate. <br /> Per Section 13267 , of the California water Code , a plan for <br /> eliminating industrial discharge to the river must be submitted <br /> to our office by 25 May 1985 .
