John Stroh , SJ1AD , and I inspected the City of <br /> Escalon ' s treatment facilities on 12 April 1985 . <br /> The City of Escalon ' s facilities consist of several evaporation- <br /> infiltration ponds located on the north bank of the Stanislaus <br /> River about five miles downstream of the McHenry Avenue Bridge. <br /> The ponds receive industrial waste during the processing season <br /> via the City ' s storm drawn system. During the rainy season the <br /> storm drain is open to the Stanislaus River. The storm drain' s <br /> outfall is located east of pond #43 . Drainage is carried to the <br /> Stanislaus River via a small drainac?e canal constructed by SJMAD. <br /> Diversion of discharge either to the ponds or to the outfall is <br /> controlled by a manually operated gate valve located near pond <br /> #43 . <br /> At the time of inspection , discharge was directed to the storm <br /> drain ' s outfall . The entire length ( 300 ' ) of the canal had a <br /> very offensive septic odor. Production of gas bubbles from the <br /> sediment indicated an active anaerobic laver . Large patches of <br /> reddish benthic organisms were noted, possibly tubifex worms or <br /> nematods although a positive identification was not made. fir. <br /> Stroh stated that all the mosquito fish planted in the canal <br /> had died. <br /> PREVIEWED BY: } <br />
